Public Notice: “Unauthorised” Representations Relating to Colombo Port City



Colombo, Sri Lanka - March 23rd, 2026: The Colombo Port City Economic Commission (“CPCEC”), established under the Colombo Port City Economic Commission Act, No. 11 of 2021, hereby issues this public notice in the interest of ensuring transparency and regulatory compliance.

The attention of the CPCEC has been drawn to the advertisement and related promotional material published by Home Lands Holding (Pvt) Ltd and/or its related entities, including as recently as 22 March 2026 on The Sunday Times Sri Lanka. The said advertorial taken to together with the advertorials made since 26 February 2026 and thereafter, which may give the impression of a project established within the Colombo Port City Special Economic Zone (SEZ).

In this context, the CPCEC wishes to clarify the correct legal position, namely that Home Lands Holding (Pvt) Ltd and/or any related entities has not, as at the date of this notice, been approved by the CPCEC under the applicable legal and regulatory framework as:

  1. an Authorised Person to carry out business activities within the Colombo Port City SEZ; nor as
  2. a Primary Business of Strategic Importance.

Accordingly, Home Lands Holding (Pvt) Ltd and/or any related entity or any agent on their behalf, is not authorised to market, promote, negotiate, solicit, or otherwise engage with prospective purchasers or investors in relation to any land, property, development, or investment opportunity within the Colombo Port City SEZ.

The CPCEC further clarifies that in accordance with the provisions of the CPCEC Act and the regulations issued thereunder:

  • Any approval, designation, or authorisation to conduct business within the Colombo Port City SEZ is granted by the CPCEC.
  • Any designation as a Primary Business of Strategic Importance is subject to the approval of the Cabinet of Ministers followed by the publication of the said approval by order in the gazette, based on the recommendation of the CPCEC, and thereafter requires the gazetting of the relevant Order.
  • All Primary Business of Strategic Importance, and all Authorised Persons engaged to business in the Colombo Port City SEZ is published on the CPCEC Website’s Public Register.

This notice is issued to set out the correct legal position and in furtherance of good governance and regulatory compliance within the Colombo Port City SEZ.
